Shelbina City Council Reviews Budget; Looks at a Plan for Paving Streets this Summer

The Shelbina City Council reviewed the budget numbers for the 2018 year and looked at a preliminary plan for street paving this summer during Tuesday night Shelbina City Council meeting at the Shelbina City Hall.
   Budget Review
   Shelbina City Superintendent Dennis Klusmeyer reported that in the Electric Department the revenues are at $3,674,956 while the expenditures are at $3,706,614 for a deficit of $31,658.
   The Water Department has revenues at $534,378 and expenses at $681,118.23 for a deficit of $146,740.23. He noted that if he took off the purchase of a truck and held off on a water project, the deficit would only be $91,740.23.
   In the Waste Water Department the revenues are $386,808 while the expenses are at $359,243.44 for a surplus of $27,564.56.
   In the Gas Department the revenues are at $892,949 while the expenses are at $878,839 for a surplus of $14,110.
   The Street Department has revenues of $421,200 and expenses of $421,200.
   The general transfer total comes to $285,197.44.
   Street Discussion
   Klusmeyer submitted a proposed list of streets for paving projects which included, East Walnut from Sixth Street to the pool, Windmill Circle, Sharon Drive, East Wood, West Beech to Livingston, North Missouri Maple to Beech and West Birch. A couple of additional or alternate streets on the list included West Shelbina Avenue to South Shelby and West Wood. The total estimated cost of the list of streets, not including the two alternates comes in at $90,360.
   Klusmeyer said he would recommend trying to piggy back off the Highway 15 project, which will be taking place this summer. He said the City could possibly get a discounted rate on product if they do it while the plant is in town, and they get it done while the crew is in town.
   There are some issues with the street tax at this time. The way the State set it up, it’s not currently applied to residential utilities. It is applied to commercial and industrial utilities, but with out the residential utilities it will only generate an estimated $35,000 to $40,000 instead of the expected $100,000.

Shelby County R-IV Reps to Meet with DESE May 30

Shelby County R-IV Superintendent Tim Maddex and possibly some R-IV Board Members, will be meeting with representatives of the Missouri Department of Elementary and Secondary Education at 10 a.m. on Wednesday, May 30.
   The purpose of the meeting is to get some answers and some direction as to how things could work out with the possible split of the R-IV School District as far as funding scenarios, how it might effect state and federal funding moving forward based on enrollment numbers.

Memorial Day Service Set for Monday at the Legion Hall

The annual Memorial Day Service at the Shelbina American Legion Post 376 will take place on Monday, May 28, beginning at 11 a.m.
   The service will honor Veterans who have gone before us. Just like they have done in prior years, organizers will have a picnic style lunch after the ceremonies inside the Legion Hall sponsored by the Sons of the American Legion.
   The American Legion will raise the flags at the cemeteries honoring the veterans and will also be placing small flags on individual graves.
   For any questions or if you want to make sure a loved one’s grave has a flag on it, you can contact Phil Leatherman at (573) 588-2523.
   All are welcome to attend the Memorial Service on Monday.
