Council Hears Update on Meeting with DNR

The Shelbina City Council heard an update on a recent meeting between the City and the Department of Natural Resources during Tuesday night’s regular meeting at the Shelbina City Hall.
   Meeting with DNR
Shelbina City Superintendent Dennis Klusmeyer gave the council a rundown on a meeting with DNR that he and Assistant Superintendent Rob Trivette attended on Friday, Aug. 4.
“The meeting went very well,” Klusmeyer said. He explained that they were able to meet with representatives of DNR early. They talked about the loading issue and tried to get municipal support from the City for DNR regulations instead of EPA regulations.
Klusmeyer said they basically had three things to discuss with DNR. The first was the City’s compliance with their voluntary compliance agreement to eliminate the secondary outfall at the wastewater plant. That becomes a reality in 2021.
Klusmeyer asked that instead of that being an elimination plan, would DNR consider it as a minimization plan for the reason to have it available for extreme high flow outfalls in case of an emergency. He said it sounds like this could be a possibility to make it a minimization plan instead of an elimination plan.
The second issue was the permit application for the head works at the plant. To actually incorporate the blending issue for high flow situations. Currently it is legal to do. DNR supports it and EPA is against it. DNR doesn’t think it will be an issue to submit for permission to blend.
